The קהילה of Vilna, arguing that ‘עניי עירך קודמים,’ was preparing to vote on a ׳תקנה חדשה׳ to bar the entry of עניים from outside. The Vilna Gaon who, of course, was invited to come to the meeting, stood up and said: “Why did you trouble me to come? You’re not voting on a תקנה חדשה. You merely want to adopt the prohibiting תקנה of סדום ועמורה barring entry of עניים.”
