The גמרא states in yesterday’s דף that הקדוש ברוך הוא cries for three categories of people each day: על אפשר לעסוק בתורה ואינו עוסק, ועל שאי אפשר לעסוק בתורה ועוסק, ועל פרנס המתגאה על הציבור. This raises a difficulty: why does ה׳ cry for someone who is unable לעסוק בתורה but does so anyway?  A ראש ישיבה answered: “This refers to a person who donates money to Torah institutions and also wants to be עוסק in setting learning and education policies.  This is the one who cannot be עוסק בתורה but does so nevertheless.”
