R’ חיים יוסף דוד אזולאי, the חיד״א, noted that the גמרא says: אם דומה הרב למלאך ה׳ צבאות יבקשו תורה מפיהו.  “How can we know if the רב is דומה למלאך,” the חיד״א asked, “when none of us has ever seen a מלאך and we don’t really know what he’s like?”  He answered his own question by noting that the גמרא in ברכות כה, ע״ב says לא ניתנה תורה למלאכי השרת.   Therefore, he said, if the רב is one to whom תורה also wasn’t given and is not learned but nevertheless wants to serve as a רב, we need to test him in תורה and הלכה to see if he is worthy.   That’s why the גמרא says יבקשו תורה מפיהו.
