The Mishna in Sanhedrin 110b presents a מחלוקת as to whether the ten lost tribes will return in the future or not.  Rav Kook commented that it appears that the מאן דאמר who says that they will return reasons that משולחים will be sent to find them and there is a חזקה that they will.  And the מאן דאמר who says they will not return reasons that if they still exist in some place, the משולחים would have found them long ago.
