In a דרשה that the מלבי״ם gave addressing the פסוק in פרשת שופטים which says ונתן לכהן הזרוע והלחיים והקיבה, he said: “זרוע teaches that you must give the spiritual leader the strength to lift the level of תורה in his קהילה. Giving him הלחיים is necessary so that he should not be afraid to open his mouth and say דברי מוסר. But in addition to these, he must be given הקיבה, so that he has what to eat.”
