A “learned” גנב was asked:  “It is understandable that נעילת הסנדל is אסור on תשעה באב because of אבילות.  But why is it אסור on יום כיפור?”  The גנב answered:  “נעילת הסנדל is אסור on יום כיפור because of ברכת כהנים.”  When asked to explain, he said:  “When the כהנים go up to דוכן, they leave their shoes below.  There is concern that דווקא on the יום הדין, it will be revealed to הקדוש ברוך הוא that רובא גנבי – ישראל נינהו.  Therefore, to assure this does not occur, the חכמים declared that נעילת הסנדל on יום כיפור is prohibited.”
