An עם הארץ who despite his lack of learning never hesitated to voice his opinion on halachic matters, was arguing with his רב about a matter of הלכה. Having heard enough, the רב said to him: “The גמרא in מסכת פסחים 49 teaches that it’s אסור for an עם הארץ to eat meat. So the question is how is it that in our days עמי הערץ do eat meat? Apparently, it’s because they don’t know the הלכה and therefore don’t comply with it. But even if they knew the הלכה, they would still be בחזקת עם הערץ and not be permitted to eat meat. From here we see that at times even one who purportedly knows הלכה remains nothing more than an עם הערץ.”
