When the four sons are listed in the הגדה, the תם is third.  Yet, in the תורה, he’s listed first.  A רב explained the discrepancy as follows:  When a person invites guests to his home for a meal, it is customary for the host to take the lead in helping himself to the dishes on the table and for the guests to follow.  By contrast, when a policeman arrests a thief, he can’t have the thief follow behind him because he will attempt to flee.  Similarly, at the פסח סדר, when we get to שולחן ערוך and all the fine foods are on the table, the תם will ממילא come and there is no need to place him first.  But when it comes to learning תורה, the תם needs to be in front because otherwise, he might flee.
