Why is it that when we say ברכת החודש we say חיים שיש בהם יראת שמים ויראת חטא and then say a second time חיים שיש בהם אהבת תורה ויראת שמים? The reason is because between the first time and the second time we ask for חיים של עושר וכבוד. And human nature is such that when a person has עושר וכבוד, he loses some of his יראת שמים and therefore he needs to ask for it again.
