ברכות- לו

As the sun was setting and the time for praying מנחה was rapidly passing, a Shul still had only nine מתפללים. One of them went outside and pulled in a man who was known to have gone off the דרך. When they asked the רב if they could include him in the minyan, he responded: “In מעשר בהמה, the Torah expressly states: העשירי יהיה קודש לה׳ לא יבקר בין טוב לרע.”
