When a certain דיין saw an עם הארץ joyously celebrating שמחת תורה, he asked him “Why are you celebrating? You don’t learn תורה.” The עם הארץ answered: “Why do I beat my chest on יום כיפור and say על חטא שחטאנו לפניך בכפת שוחד? I’ve never been a דיין or בן דיין. You take שוחד and yet it’s me who is making confession. In the same way, I’m שמח that you learn תורה.”
