Queen אסתר told מרדכי: to לך כנוס את כל היהודים.  Why was it appropriate that a קנס be imposed on the Jews?  The answer is that המן sold the Jews and it’s a משנה מפורשת that כל מקום שיש קנס, אין מכר.  Therefore, to be מבטל the מכר, it was necessary that there be a קנס.
