The סאטמאר רבי once remarked that it is appropriate that those living in ארץ ישראל read וזאת הברכה on שמיני עצרת, while those in חוץ לארץ read עשר תעשר. He explained that this is so because when those living in חוץ לארץ are מקיים עשר תעשר, it’s וזאת הברכה for those living in ארץ ישראל
