When רבי אייזל חריף was asked why it is that people prefer to give צדקה to a disabled pauper than to a pauper who is a תלמיד חכם, he responded: “Every person is concerned that he could also lose his wealth and lose his health and become a pauper.  But people are not concerned that they might become a תלמיד חכם and poor.”
