Men who had been up all night on ליל שבועות came to the בית מדרש of the בעל ‘שמועה טובה׳ in the morning and told the רב that they didn’t want to say ברכת התורה on their own because they had been up all night. They asked him if there was someone who had slept that night who could be יוצא them with ברכת התורה. The רב told them that according to the אריז״ל, even one who was awake all night is obligated to say ברכת התורה. He then added that today’s דף says על מה אבדה הארץ…על שלא ברכו בתורה תחילה. The word תחילה, the רב explained, can be read to refer to חג השבועות, since that was the תחילת קבלת התורה.
