Rav אלתר קלייטניק asked why people generally say from head to foot, and not from foot to head. He noted that while we do find with respect to צרעת, the מקרא says את כל עור הנגע מראשו ועד רגליו, in other instances it states the reverse. In reference to שחין, the תורה states מכף רגלך עד קדקדך and in איוב it similarly states מכף רגלו עד קדקדו. Also, in ישעיה it says מכף רגל ועד ראש אין בו מתום פצע וחבורה ומכה טריה. The רב answered his question by noting: “In our generation, people walk with their heads up and their feet down. But בימי המקרא, people would walk כראשיהם למטה ורגליהם למעלה. And the סימן לדבר is in ספר ישעיה, which says מי ביקש זאת מידכם רמוס חצרי.”
