Rav יוסף לנדאו, the author of ברכי יוסף, asked: why does the גמרא say כלבים בוכים מלאך המוות בעיר,כלבים משחקים אליהו הנביא בעיר? Why does the sadness or happiness of dogs indicate whether the מלאך המוות or אליהו הנביא is in town? He answered: “The תורה teaches ובשר בשדה טריפה לא תאכלו, לכלב תשליכון אותו. Thus, if a שוחט is supplying טריפות to people, the dogs cry because they’re going hungry. But if the שוחט is a ירא שמים and is מטריף the טריפות, the dogs are משחקים so that the meat be thrown to them. חז״ל didn’t want to utter such a מגונה thought that a שוחט would provide טריפות to people. Therefore, they provided a רמז by way of the dogs.”
