The מגיד of Lublin was once asked by a גוי why Jews pray בקול רם. We pray too, but in a low respectful voice. The מגיד answered: “The one to whom you pray is hanging on the wall in front of you and so there is no need to pray בקול רם. But the one to whom we pray is up in Heaven and therefore we need to raise our voices.”
