A businessman who lived in קובנה but whose business was located in קניגסברג complained to the מלבי״ם that the גבאים of קניגסברג demanded that he pay מעות חיטין even though he is not a resident of קניגסברג. “I checked the ראשונים and the אחרונים,” the businessman said, “and I haven’t found any explanation for how it’s possible for someone who is not a resident of קניגסברג to be deemed a resident.” The מלבי״ם responded: “The גבאים are correct. You should have checked two brief פסוקים in ספר שמואל: The פסוק concerning נבל that says ואיש במעון ומעשהו בכרמל and the פסוק that says אשת נבל הכרמלי, referring to his residence as not where he dwelt but where he maintained his business.”
