There was a town where the רב when presented with questions of whether meat was כשר was generally מיקל.  However, the דיין was a difficult man and was generally מחמיר.  The רב said:  “What’s the reason for having to ask a רב whether the meat is כשר or not?  After all, the תורה says לכלב תשליכון אותו and whenever there is a ספק, the meat could be thrown to the dog and we can see whether he eats it.  If he does, we know that it’s טריפה and if he doesn’t, we know that it’s כשר.  The answer is that we can’t rely on the dog because by his nature a dog is always מחמיר and כשר גם כן יטרוף.”
